PBCCD Ingestion

This page processes the Scottish Government's Public Bodies Climate Change Duties (PBCCD) annual return spreadsheet in two ways: as evidence records in the compliance tracker, and as structured cells in the PBCCD Spine.

The Ingest as evidence panel maps each PBCCD question response to the statutory obligations it evidences, checking for duplicates against previously ingested data. The Seed the PBCCD Spine panel extracts structured data from the return into the 23-cell spine that powers the PBCCD Dashboard.

Both operations are idempotent - re-ingesting the same return is safe and produces no duplicate records. The 2025 return is the current baseline.
